At its most basic level I believe most are using tone mapping/tone scaling to mean reducing highly dynamic scene luminance down to a dynamic range suitable for display.

Right.

And per channel doesn’t do anything even remotely close to this.

In that case, while maybe not as visually pleasing, in my mind the current ACES transform is actually closer to what the “scene” is, which is a pure blue.

It’s not; it’s just a skewed and posterized variant, that destroyed the intention of the ratios.
